• Hub International Limited announced the appointment of John P. Graham, age 41, to the position of vice-president and chief financial officer. Graham will replace Dennis J. Pauls, who has been named president and chief executive officer of Hub Ontario, the company's regional hub headquartered in Toronto, Ontario, Canada. Graham brings nearly 20 years of public company and public accounting experience to Hub International. Most recently, he served as senior vice president finance, treasurer and assistant secretary at Career Education Corporation. He was also a manager of financial planning and analysis at Kraft General Foods and an audit supervisor at Deloitte Haskins and Sells (now Deloitte & Touche) in Chicago. • GENBAND™ Inc., a leading provider of IMS-based telecommunications applications and infrastructure products enabling converged IP multimedia services, announced that Mark Lancaster has been elected to GENBAND Board of Directors and will serve as the Chairman of GENBAND’s Audit Committee. Lancaster is a CPA and a retired Partner of Deloitte & Touche LLP. During his 41 years with Deloitte, Mark served as audit partner and business advisor to a wide-range of public and private companies. • The Council of the Institute of Directors in Ireland (IoD) has appointed Eoin O’Shea as its new Chief Executive. A Chartered Accountant by profession, O'Shea is the outgoing President of the Institute of Management Consultants and Advisers. Following his accountancy training in Deloitte’s auditing and management consulting departments he went on to co-found Ground Marketing Group Limited in 2000 and remains as its non-executive Chairman. Eoin currently serves as a Council Member of the Institute of Chartered Accountants in Ireland, is a member of the Irish Taxation Institute and holds a Diploma in Commercial Law from the Law Society of Ireland. • GlobeTel Communications Corp. announced the appointment of Michael DeCarlo to the position of interim Chief Financial Officer. A certified public accountant since 1981, DeCarlo brings to GlobeTel an extensive base of international accounting and auditing experience at firms now known as Deloitte-Touche, Ernst & Young, Berkowitz Dick Pollack and Brant, and Mallah Furman and Company. • Bioelectronics, the maker of a drug-free, anti-inflammatory patch to relieve soft tissue pain and swelling, has named Larry Rosen its CFO. Rosen is a former partner with Touche Ross & Co., now known as Deloitte & Touche. He's been CFO for several startups, including a medical device company. BioElectronics executives say that Rosen's experience in financial statement presentation and Securities and Exchange Commission reporting will be a help to the Frederick-based company. • Petroleum Development Corp., which produces and markets natural gas and oil, said it hired Richard W. McCullough as its chief financial officer with Darwin L. Stump moving from that post to the newly created position of chief accounting officer. McCullough, 55, joins Petroleum Development from Gasource LLC, where he served as president and chief executive. McCullough, who will also be treasurer, held senior positions with JP Morgan Securities, Progress Energy, Deloitte and Touche and the Municipal Gas Authority of Georgia. • MTI Technology Corporation, a multi-national provider of consulting services and comprehensive information infrastructure solutions, announced the appointment of William Atkins to its board of directors. Atkins is a consultant to multi-national firms focusing on technology and management. Atkins has worked in the technology and consulting industry for over 45 years. • Progress Software Corporation, a global supplier of application infrastructure software used to develop, deploy, integrate and manage business applications, announced the appointment of Charles Kane to its Board of Directors. Kane has held several leadership positions in the technology industry and is currently the Chief Financial Officer of “One Laptop per Child,” a non-profit organization founded at Massachusetts Institute of Technology that provides computers and internet access for students in the developing world. Gage has accumulated over 16 years of experience in marketing, product management and consulting. Gage was most recently vice president of marketing and product management for Destinator Technologies where he had global oversight for all aspects of marketing and product strategy. He was an audit partner with Deloitte & Touche LLP from 1987 until his retirement effective January 2005. • American States Water Company elected Gary F. King as a Class II director of the Company to serve until the Company’s annual meeting in 2008 or until his successor is duly elected and qualified. Mr. King (age 59) was also elected as a director of two of the Company’s subsidiaries, Golden State Water Company and Chaparral City Water Company. • Atlanta-based Callaway Partners, an accounting professional services firm focused on project management and staff augmentation, announced that Keith Keller joined the firm as a national partner and will lead Callaway’s internal audit, Sarbanes-Oxley and financial services practices. Prior to joining Callaway Partners, Keller served as deputy chief auditor and senior vice president at Wachovia Corporation in Charlotte. • Courtney Ruby beat incumbent City Auditor Roland Smith, apparently denying him a third term with 64 percent of the vote in the recent election. Ruby, chief financial officer of the East Bay Conservation Corps, pledged to turn the city auditor's office into a model for the rest of the state by focusing on areas that pose the greatest risk to the city's financial well being. Ruby, a certified public accountant who also has worked for Deloitte & Touche, collected the lion's share of high-profile endorsements, including five members of the Oakland City Council and U.S. Rep. • London Business School is delighted to announce that Robin Buchanan is to be its new Dean. Buchanan is currently the Senior Partner in the UK of Bain & Company Inc., the global business consultancy. He will bring to the School over 30 years' experience of providing advice on strategy, organization, operations and acquisitions to international business clients. Buchanan was elected Managing Partner of Bain in the UK in 1990, and became Senior Partner in 1996. • CIT Canada, a division of CIT Group Inc., a leading global provider of commercial and consumer finance solutions, announced the appointment of Mark Bruce Smith as Senior Vice President of CIT Vendor Finance, Canada. Smith will be responsible for overseeing CIT's vendor financing relationships throughout Canada. Prior to CIT, Smith served as General Manager of Dell Financial Services (DFS) Canada. He has also worked at Deloitte & Touche, providing audit, tax, and consulting services to clients. He received a BA from McMaster University and is a Chartered Accountant. • The E.W. Scripps Co. has named Douglas F. Lyons its new vice president of finance and administration for Scripps Interactive Media. • Nickelodeon & Viacom Consumer Products has upped and Sherice Torres to Senior Vice President, Hard Goods. Torres will lead the business development and creative efforts of multiple product categories, including: toys and games; packaged goods; stationery; social expressions; and consumer electronics. Torres came to Nickelodeon in 1999 as Director of Licensing for Interactive, Home Entertainment, and Consumer Electronics. Prior to joining Nickelodeon, Torres was a consultant with Deloitte & Touche where she did strategic planning and change management across various industries. • Fifth Third Bancorp announced that it has hired Raymond C. Dury as chief information officer (CIO). As CIO, Dury will be responsible for leading the Bank's technological processes, systems developments and e-commerce solutions. Dury, 46, comes to Fifth Third with 20 years of experience in senior and executive management roles in operations and information technology. Most recently, he was managing director, Citigroup Technology Infrastructure, where he led the North American Technology Infrastructure Group including core technology systems, data centers, operations, network and voice services, project office and business services.   • Deloitte & Touche said it has appointed Irvin H. Bisnov as managing partner for the financial services firm's Carolinas practice. Bisnov, who is relocating from Washington D.C. to Charlotte, will oversee all operations at the firm's North Carolina offices in Raleigh and Charlotte, as well as South Carolina offices in Greenville and Columbia.   • IM Investments announced that R. Canon Coleman II will become lead portfolio manager of AIM Mid Cap Basic Value Fund, effective Nov. 1, 2006.   • Teekay Shipping Corporation announced that its Senior Vice President and Treasurer, Vince Lok, has been appointed to the position of Senior Vice President and Chief Financial Officer. Lok has been with Teekay for over 13 years and during that time has held a number of senior finance and accounting positions, including Controller from 1997 until his promotion to the position of Vice President, Finance in March 2002. From 1981 to May 2004, Elsbree was a partner with Deloitte & Touche where he served many of the firm's most complex software and technology client companies.   • Freddie Mac named Anthony S. ("Buddy") Piszel to serve as executive vice president and chief financial officer, effective Nov. 13. Piszel will serve as a member of the McLean, Va.-based mortgage company's senior executive leadership team and report directly to chief operating officer Eugene M. McQuade. Piszel joins Freddie Mac from Health Net, where he has served as CFO since August 2004. In his new role, Rivera would lead the programming and business strategy for AOL Latino overseeing the seven programming areas: Noticias, Deportes, Entretenimiento, Musica, Automoviles, Tu Vida and Dinero y Exito.
